Dear EIC Project Team,
There is an important phase change in the EIC project underway as a consequence of the Inflation Reduction Act (IRA) and the DOE plan to provide significant IRA funding to the EIC project.
Our goal at all times is to strive to pursue a schedule that is "technically driven," as this type of schedule is the most efficient, completing the project on the shortest schedule and lowest cost. Our progress to date, while impressive, has been increasingly constrained by the available funding. This funding constraint will be removed with additional FY22 funding and new FY23 funding which will provide the project with the ability to move forward with a technically driven schedule toward CD-2, performance baseline, and CD-3A, long lead procurement authorization. We are working with DOE to develop a revised funding profile that incorporates the FY22 IRA funding and assumptions for an FY23 appropriation.
The overall EIC performance baseline and the list of long lead procurement items we propose will need to comply with DOE guidance consistent with the project's annual funding profile. The affordability of the project will also remain a major challenge and constraint. Funding should not be confused with budgets. Funding is the appropriation of funds provided by DOE to obligate/cost project labor and material. Budget is the cost/schedule baseline plan we will submit for CD-2/3A approval for the duration of the project.
Our short-term objective is to secure CD-2/3a at the earliest possible date and we are fortunate that DOE will provide the funds we require through both IRA funding and the traditional annual appropriations process. We will work with DOE and our partners to secure CD-2/3a approval in early calendar 2024.
