[Eicpp_personnel] Potential government shutdown

EIC Team,
I know many of you may have questions/concerns about the possibility of a government shutdown next week. I am happy to answer specific questions – just each out.
* DOE funds are “no year” funds so the DOE and its contractors (e.g. JSA/JLab) can continue to operate during a shutdown with funs in hand.
* The DOE and the labs typically have funding in hand to operate for 2-4+ weeks so short shutdowns are not an issue.
* Travel by DOE staff is often suspended, so some meetings/reviews could be impacted. There will be no impact on the upcoming EIC Director’s Review.
* The lab also has adequate funding to keep the lights on, security here etc. so we can show up to work.
* EIC has plenty of money in hand to continue operating for months (probably the full year) so we are fine.
* Generally, large procurement actions would be curtailed to leave funds for labor. For EIC we have so much carryover that will not need to happen for us.
In my 30 years around the DOE complex I have yet to see an instance where Congress has mandated that DOE shut down operations at the national labs, and I do not believe they would do so now. Since 1975 there have been 14 government shutdowns, so these ae not that unusual and we know how to get through them. Note that the longest government shutdown was 34 days in 2018 (it was actually two). More typical shutdowns are a few days to 10 days.
While there is always the possibility that something extremely unusual happens, if it is a “business as usual” government shutdown it will not impact us.
Lab management and I will continue to provide any updates we have, but in the man time please rest assured that it is extremely unlikely that our work will be impacted in any way if a government shutdown does happen.
