Government Shutdown Update from Director JoAnne Hewett

We're continuing to closely follow the activities of Congress and the Administration with respect to the fiscal year 2024 (FY24) Appropriations process. Funding for FY23 expires at midnight on Saturday, Sept. 30, 2023, and as of today, Congress has yet to pass any of the 12 appropriations bills that need to be signed into law to keep the government running. Congress could pass a continuing resolution, or CR, allowing most federal spending to continue at FY23 levels until a full-year agreement can be reached. If no agreement on those bills or a CR is reached this week, there could be a temporary government shutdown beginning at midnight on Sunday, Oct. 1.

Employees should expect to report to work on Monday, Oct. 2 as usual. Regardless of what happens with the federal budget process over the next few weeks, we do not expect any adverse impact on our operations in the short term. Brookhaven has sufficient carryover funding in place to cover salaries and other expenses, and we do not expect any major disruption to our mission.

The U.S. Department of Energy has issued guidance that assumes contractors running national labs, such as Brookhaven Science Associates, would continue activities based on contracts awarded and funded prior to the shutdown. That is our plan.

However, we are prudently planning for various scenarios should there be an extended shutdown or if DOE issues amended guidance. Eventually, the shutdown would affect our ability to have work approved, to receive new contracts, and to carry out some functions. While it is not an immediate concern, a cross-Lab team has begun detailed scenario planning for how we would address a sustained lapse in appropriations.

We also will be monitoring planned upcoming business travel for staff to determine who will be departing on or near Oct. 1, who will be mid-travel at that time, and when travelers will be returning. Staff who may be traveling during that period should understand that we do not know if a temporary government shutdown will impact the Federal Aviation Administration or the Transportation Security Administration. If we learn of any impacts, we will advise you.

I very much appreciate your commitment and continued effort during these uncertain times. Please keep your focus on your work, on keeping yourself and your colleagues safe, and on continuing to work together to move our mission forward.
