This is the first workshop under the coordination of the Linear Collider Collaboration (LCC), a global body created to take the place of the previous Global Design Effort (GDE). The central goal of LCC is to realize that ILC as an international project based on superconducting RF technology. Japan is in a leading position to host the ILC. The ILC Technical Design Report (TDR) was officially published in June 2013. A candidate site in northern Japan was announced in August 2013. This workshop is characterized by a mixture of S&T talks and a speech made by a government official. As put by a Japanese colleague, the ILC project is going through a "phase transition" from R&D phase to project preparation phase.
