<div>It has become apparent that in our desire to quickly stage
the DarkLight experiment in LERF that we have gotten schedule
in the way of proper work planning. For this reason we are
declaring a work stand down effective at 1:00pm today for 4
hrs or until the following actions are completed before
installation work can resume. This includes all JLab and MIT
personnel.<br>

<div>1. The training records for all MIT personnel will be
checked by Harry Fanning for currency and appropriateness.
Jim Coleman to provide all the names to Harry ASAP.<br>
</div>
<div>2. A plan to complete all stages of the remaining
installation will be composed and documented by Jim Coleman,
Steve Benson and Ross Corliss MIT lead with any remaining hold/decision points
identified with a plan on who/how and when they will be
resolved.<br>

<div>3. New ATLis's will be written corresponding to the work
plan. Old ATLis will be voided, so new ones must be written
for any work connected to the DarkLight installation. These
ATLis's must be approved by Harry Fanning.<br>

<div>4. Before installation work can resume all individuals (MIT
and JLab) must walk the work down with their supervisors to
ensure thoroughness of the work plan.<br>

<div>5. MIT staff are required to sign the appropriate ATLis
entries to acknowledge that they have completed the walkdown
and read the ATLis. Harry Fanning to define methodology<br>

<div>We understand that some systems or setups can't just be
left at 1:00 so work crews are authorized to "safe their
systems" before beginning the stand down. We also realize
that this will have an impact on next week's operations plans
but conducting our work safely is our top priority. <br>
