[Esr-users] Hall C liquefaction load on ESR

At about 0845 on 12Mar18, I quick test identified a Hall C liquefaction load
on ESR of about 10 g/s. The warm return the valve configuration was changed
one hall at time. Therefore, the extra loading of ESR disallows cooling of
Hall B and filling the ESR dewar.
