[Esr-users] [New Logentry] Torus ramp down

In advance of the shutdown of ESR, dewar level has intentionally been lowered to manage helium inventory. The level was lowered below the flow shutoff setpoint of the Hall B supply valve without also decreasing said setpoint. This caused a the drop in pressure at CPI8511 which caused the torus to ramp down.
The setpoint has been decreased and Hall B's supply valve has fully opened.
The dewar is not normally set to run this low, and I forgot about this safety function when lowering dewar level (which is intended to activate during hall recovery from an ESR trip).
