[Esr-users] Turned on 4 atm GHe to Hall C & A

Hall C 4 atm GHe just turned on (open a valve at ESR) to support target
work. It was off due to an old Hall C magnet problem with 300K GHe leaking
through a valve, which was problem during beam operation.

Hall A 4 atm has also just turned on to support SAD activities. 

Hall B 4 atm GHe was already turned on.
