[Evpo] Oct 2018 Accrual for 17-C0631 (LCLS-II Oil Processor)

Connie,

Please continue with the accrual as I submitted.  We are holding on the 
invoice to have leverage for the company to fix a problem they identified to 
us Thursday evening. But since the product was delivered the line item is 
complete.  I will discuss more with Connor (SOTR) and John Hogan (CAM) when 
they return from their overseas business trip next week about how long we 
should actually hold the invoice.
