[Evpo] August Accruals

Hi Tanya!

While prepping to enter in the accrual for 24-D0309, I noticed the following:

 line 1 has already been vouchered at 97.75%, due to this, I am unable to reduce the percentage to 89.17%. Please change the amount to a higher percentage or submit a "no accrual" email

Once the revisions have been made, please resend the corrected accrual to evpo at jlab.org.
