Description/Impacts:
Outage on panel 102-ESR-L1 to tie in meter VRef.  Panel has no loads on it and should not have any impact on the ESR.  Outage should take ~1 hour.  Exact time to start is up to the subcontractor.

	Bldg 102: End Station Refrigeration
