The simplest incarnation would be a list of buildings (B87, NLSB, etc.) or geographic regions which could include multiple buildings or areas (End Stations = Hall A,B,C + Counting House + ESR) that users would select to receive notifications. When facilities is scheduling work, their interface would have a section that essentially asks "If and where will this cause a power outage?" with the same list. Then power outage notifications would be sent out only to users for the buildings/areas that they had selected to receive notifications.
