[FFA_CEBAF_Collab] first look at septum for NE spreader

Colleagues,

I looked at the six meter magnet needed for the NE spreader per Scott's
comments last Friday. This doesn't work because one can't extract the
fourth pass beam without a drift between the two three meter magnets
Ryan used. I didn't realize that until I looked at the orbits (oops).
How long that drift has to be I haven't calculated. This work was
instructive nonetheless so I provide it to you and will submit this as a
TN.

Launch points for the orbits were extracted from Ryan's Optim files and
placed in the spreadsheet attached to determine launch positions and
angles for each.
