[FFA_CEBAF_Collab] second draft of septum TN

Colleagues,

Using Ryan's newer SW spreader layout.  Small clearances called out 
better. All figures are new.  Fourier harmonics on the last page.  I'm 
going to go back to the Lambertson rather than work on the Next Steps 
called out herein.  Except for Step 1 on page 10, which I hope to 
discuss tomorrow, Friday, at the usual meeting.
