[FFA_CEBAF_Collab] FFA septum

I realized that I could calculate the Fourier harmonics for the lowest 
energy orbits by truncating the sums before the steel shield tube was 
reached.  Table on the last page has been updated and the text there 
edited.  No other changes made.  Sextupole and octupole corrections may 
be needed in the splitters.
