[FFA_CEBAF_Collab] beam properties

Colleagues,
Spurred by Stuart's question, I estimated beam size in the linacs
assuming 100 m beta and the normalized emittances Alex showed at JLAAC.
As seen in the attached, we have rarely gotten closer than a factor of
two to design emittance. Better in the last arc horizontal emittance,
since SR dominates. I think it prudent to assume root(beta*emittance)
in the lattice a factor of two above design in non-dispersive regions
and add appropriate term in dispersive regions. The 12 GeV upgrade
tried to maintain +-10*sigma clearance throughout, although there are
places in extraction it fell a bit short.
