Here's the design for the FEL I mentioned. Far too feeble at the CEBAF FFA energies, but if the dipole AT were increased a factor of 20, the quad kept constant and chill plates were provided, perhaps something like this would suffice with a automated steering optimization routine rather than manual point correction.
