[FFA_CEBAF_Collab] Hall C line at 22 GeV

Colleagues,
I have added the material at the bottom of page 3 and the associated plots. During the 12 GeV upgrade effort I used a Taguchi (fractional factorial) matrix I learned at GE to evaluate the robustness of optics designs. I applied the same matrix here. The design passed without issue. The fractional factorial matrix provides full information about first order effects and limited information about cross-coupling yet is only nine trials instead of 3^4. Much less expensive when each trial involves hardware, e.g. CT system x-ray targets. File T0 is the same at yesterday's 10a with the matrix added in comments at the top of the file.
