[FFA_CEBAF_Collab] C magnet for BSY test line

This completes the electromagnet design work needed to upgrade the BSY 
dump to 11 GeV for Ops or as a test line for FFA FODO cell and 
diagnostics.  I've sent an old optim file to Ryan and Kirsten so they 
may insert a PM FODO cell in lieu of the third electromagnet.
