[Frost] Energy Loss Corrections

Hey all,

I've got the eloss corrections working (or at least I think so) and have
updated cvs and the clasg9 build with my code.  I also have a tar file on
the clasg9 disk with the exact build I'm using.  For more info on what is
done/what the results are look at my link from today's meeting (updated
with proper results).  Let me know if you find any errors, I'll try to get
things fixed as quickly as possible.
