[Frost] eloss problem

Hi Sungyun and all,
For rootbeer, eloss is modified; in needs a wrapper to call it from C++.
That is to make it independent of the CLAS packages. When the wrapper is
working correctly, it doesn't need and cernlib stuff, or bosio stuff, or
anything like that.
I'm working on improving the build method and wrapper at this very
moment, and incorporating Brian's improvements. Please be patient. I'll
send round some documentation when it's done.
