[Frost] g9b calibrations

Folks,
you can start now with adjusting the calibration constants after the first
cooking pass0, version 1.
I adjusted the RF (relative to SC) for 6 run ranges. The rest has to be
done by Chuck and Arthur. The remaining offsets should be less than
200psec (except for some individual counters which are up to 2nsec off).
The monitorwrapper (webpage with results from fits to anamon histograms)
names the differences between measured SC time and and calculated flight
time (for a given particle type): RF_proton (from hist 6110), RF_pi+
(from hist 6140), RF_pi- (from hist 6150). It is actually mainly a
question of SC calibration, only indirectly an issue of RF correction -
and it caused me some troubles to figure out what was meant ... since the
RF relative to tagger and the tagger timing relative to ST appears to be
ok.
The resolution and residuals for DC vary for about 7 run ranges and should
be calibrated for at least one run per run range.
