[Frost] FROST-D

Thanks to Igor and Eugene to summarize the interest in this energy range. 
I added a few lines concerning the expected uncertainties. To be more 
specific, I looked into the old simulations for the HD proposal and got 
some reasonable results (which could be added to the 2 page document as 
appendix - if you want). The yield will not be enough to extract 
polarization observables with the uncertainties projected in the HD 
proposal ... but reasonably good - in particular when you consider that 
there are no data for T,H,Tx,Tz.
