[Frost] initial calibration

Patrick,
I did a RF and tagger calibration for several runs from last week.
Note that st/makeCL01.c must be updated to account for the small number of 
'good' RF TDC entries earlier last week (before run 62225).
In addition, I made some initial corrections for tag2tof and st2tof 
constants (based on reconstructed data for several runs).

Collaborators who volunteered/agreed to do the detector calibrations can 
start off with this initial set. (Note that many ST and TOF paddles have 
'poor' calibration offsets ... a first iteration should clean that up).
Maybe Patrick can cook a few files (A01,A10) froms run 62225 to get 
started.
