[Frost] g9a Run Table

Hi everyone,

I've updated the g9a run table 
(http://www.jlab.org/~clasg9/rootbeer/g9a_allruns.dat) as some digging 
around the logbook has shown that there are no PERP runs between run 
numbers 56000 and 56040.  This means there is no PERP data for the 
negative target polari{s/z}ation at this energy...
