[Frost] Map files

I think I know what might be going on with the map files.

For g1c we had a separate $CLAS_PARMS at /work/clas/production/g1c/PARMS. 
Brian V. might have his CLAS_PARMS set to this.

For the standard $CLAS_PARMS at /u/group/clas/parms the Maps/GEOMETRY.map 
has the last run entry for system "st", and subsystem "offset", of 53968. 
This run is from g13

When I get the value of the offset from the map:
> get_map_float -m/u/group/clas/parms/Maps/GEOMETRY.map -sst -ioffset -t56177

I get

This is consistent with the offset I get when I run COBRA.

We just have to make sure that the people running COBRA have the correct 
CLAS_PARMS and that the GEOMETRY map is loaded. The ROOTBEER people need 
to make sure that eloss is initialized with the correct values "hard 
coded".
