[Frost] Suggestion about the local-angle-cut in trk_mon_lit

HI Eugene,

In the FROST meeting we had on 01/27/2011, we decided new option of the local-angle-cut for g9b
   ( http://clasweb.jlab.org/rungroups/g9/wiki/index.php/DC_Calibration#01.2F27.2F2011 )

 trk_mon_lite -Cchisq.lt.10.0 -Cbeta.lt.0.8 -A1l-28.0 -A1u-10.0 -A2l-7.0 -A2u10.0 -A3l-8.0 -A3u10.0

          Local angle, R1 [ -28.0, -10.0 ]
          Local angle, R2 [ -7.0, +10.0 ]
          Local angle, R3 [ -8.0, 10.0 ]

By page 21 of the DC-manual ( http://www-meg.phys.cmu.edu/%7Ebellis/dc/dc3_manual.ps ),

" Because of track bias, we want to avoid local angles within 2 degrees of zero or of +/- 30 degrees. Because we only record the mean local angle, we also do not want to use a local angle distribution which spans zero ( i.e. is both positive and negative. "

I think we need to change our local angle range in Region 2 and 3.
My suggestion about local-angle-cut is 

         Local angle, R1 [ -28.0, -10.0 ]
         Local angle, R2 [ -11.0, -2.0 ]
         Local angle, R3 [ -8.0 , -2.0 ]

Eugene, how do you think my suggestion? or If you have better idea, Let me know them.
