[Frost] Vertex leakage

Hi,

We are not being consistent when talking about the vertex leakage. There 
are several definitions that are being used. I have communicated with 
Steffen and Igor and this is what I have found:

Steffen is using:
Spill Fraction =
(Butanol events in target region 2)/(Butanol events in target region 1)

Igor is using:
Fractional contamination =
(Butanol events in target region 2)/(Carbon events in target region 2)

Mike:
I am sloppy about how I talk about the vertex leakage. Sometimes I talk 
about the leakage in terms of the Steffen's spill fractions, but most of 
the time I use (Steffen's spill fractions) * (scale factor) when I talk 
about the leakage.

I have decided that I will use Steffen's definition of Spill fractions and 
try not to say vertex leakage any longer.
