[Frost] Momentum correction occupancy issue

Hi,

I found out why the pi0 occupancy for the corrected momentum went down 
after the correction was applied for theta = 30, momentum = 350, and 
sector = 6.

There are a lot of events that migrate to higher momentum bins. Since the 
corrections tend to increase the momentum, and the bin of interest is 
already at the lowest momentum range (300 MeV to 400 MeV), there is only 
appreciable migration out of the bin, with nearly no migration into the 
bin.
