[G12] Next problem

I commonly have this all-photons problem with a1c, at least with GSIM
data. In my experience this happens because time-based tracking is
broken, which can happen for a number of reasons.
I'm getting the feeling that what you really want is someone to vet this
whole process, from genr8 to a1c output and supply a standardized script
that has been verified to produce sensible output. I can easily do this
as soon as a standard genr8 is placed somewhere, or I can do it
immediately with my own build.
