[G12] g12 pcor now in clas6-trunk

Hi all,
I have made a copy of the g11 momentum correction package and changed all
g11's to g12 and added it to the clas6-trunk default build. There were a few
other modifications made, most notably, the tagger energy correction which
is paddle by paddle is not a "percent correction" anymore, but a table that
specifies the actual tagger energy for each paddle. This was done under the
assumption that the relative energies of each paddle are the same throughout
the run period. The run by run offset which is stored in a file called
beam_offset.dat is currently at 0. for all paddles.

The parameter files required by the library that is produced which is called
'g12pcor' are all located here:

CLAS_PARMS/pcor/g12

you can see the files as they stand now on the CUE /group space:

/group/clas/parms/pcor/g12
