[G12] draft of gsim feedback clas note

Hi g12ers,
    Here's a first draft of the CLAS note relating to the GSIM feedback 
study. I know there's probably not consensus on whether this study is 
complete or not, but I would appreciate your comments on what I've 
written about what has already been done. Thanks in advance!
