[G12] energy corrections

I now included a file that has the tagger number and photon energy reported
by the TAGR bank in all of the cooked data. This should be sufficient to
use as a "reverse-lookup" from energy to tagger paddle. The file is in the
g12 pcor parms directory:

  /group/clas/parms/pcor/g12/tagger_energies_reported_by_tagr_bank.txt
