[G12] Cross Section Normalization

Hi Ken,

The number I will provide is for comparison with Johann, where he 
derived a factor of 4.17, I am deriving a factor of 1.7.
There will be no numbers published until the reason for the discrepancy 
is discovered, and once it is discovered, we have planned to write an 
fully detailed account of our methodology.
