[G12] new working version of procedures note

Hi all,
I uploaded the newest version of the procedures note.

The remaining issues are (quoting from the committee response, using github
issue numbers):

46. TOF efficiency and bad paddles. The selection of bad paddles is based
on raw ADC and TDC information. This is only good for the initial
selection. After that you should look at the PID quality of individual
paddles.

47. TOF uses different discriminators with different thresholds for TDCs
and for trigger. It was discovered by the g13 group that some of the
counters are inefficient in the trigger but look fine in TDC. What has been
done to address this trigger inefficiency?

56. pull distributions for cross section comparisons

58. Beam polarization (see github issue)

74. To demonstrate that efficiencies are accounted for correctly, show
comparisons of various distributions (angular, occupancies…) between data
and simulation.
