[G12] EC calib and eff

Hi,

For clarification, I did the CC timing calibration only, and that isn't
used in anybody's analysis that I know of.  The initial CC calibration was
done before I joined the g12 group by Rakhsha Nasseripour, I believe.  I
later did some consistency checks, comparing the CC information to the
previous CLAS experiment g7 (a photoproduction experiment with a primary
trigger on two leptons).  The g12 ADC spectra and photoelectron spectra
were consistent with g7.  These consistency checks were only done on a
sector by sector basis (not a PMT tube by tube basis).

I'm confident in the CC's performance in g12, and I'm in the process of
generating some CC diagnostic plots which hopefully will be good enough
for the review committee.
