[G12] g12 runinfo.php

Greetings G12,

As we all might not know, the g12 runinfo page has been inoperative for 
some time. This was due to the raising of firewalls after the famous 
Jlab Chinese hack that occurred a few years ago.

I contacted Kerri Heffner and she was able, with help from Jlab IT, to 
merge the page with the clonwiki0 page.
The new location is
