[G12] Track Efficiency writeup

Greetings G12,

As per our meeting today, I have uploaded the write-up for the track 
efficiency procedures and linked it to the g12 wiki

A link to the code templates are there as well.

I must write this disclaimer that it was recommended by the g12 analysis 
note committee that any person who performs a track efficiency must 
report it in their analysis note. However, I linked the folder for the 
.tex file to help analyzers with their write-ups.
