[g13] Tag Ratios

Everyone concerned,

After the meeting I looked at the plot of the tag ratios again, and
realized that the reason for the differences is actually quite obvious.
First off, I missed plotting one of the curves- 53770. The corrected plot
can be seen here:

As mentioned in the meeting, the highest curve belongs to 53229, which did
not have collimation. The runs 53228, 53389, 53530 and 53997 were run at
1.99 GeV, which all have ~0.7 tag ratio. The runs 53589, 53699 and 53770
were run at 2.654 GeV, which all have ~0.8 tag ratio.

Both the bad runs 53214 and 53480 were run at 1.99 GeV.
