[g13] EC update

Hello Everyone,

Cole Smith figured out the issue with EC sector 5 in g13b. It seems that 
after run 54084 Lei replaced the ADC there without updating the 
pedestals. Cole fixed the the constants now, but we will probably have 
to live with the values as they are since recovering that sector would 
require recooking the data a second time.

He also offered to optimize the calibration for g13a using a new version 
of his software before we recook. Since Cole is fast and these are cross 
section data, I suggest we take him up on his offer. However, to 
facilitate this work he says that he need "files with the ECPC banks in 
them. Do you have g13a cooked files on a work disk? Otherwise I will 
take them off the silo."

Do we have such g13a files on disk somewhere?
