[g13] TOF Efficiency Studies

I've performed a first-pass study of the efficiencies of the TOF for:

- TOF Hit Reconstruction (e.g. dead PMTs, panel overlap)
- TOF Triggering (e.g. PMT gains too low)
- PID Cuts (e.g. bad timing calibration)

These studies include decoupling of the effects for paddles 40-48.  I will go over these at the meeting later today.  The link to the studies is posted on the agenda, but may also be found at:
