[g13] Bad Tagger Counters

I've modified the tagger status calibration constants for the 2.0 GeV data in g13a (updated for Nick's tagger calibration).  This is so that gpp knocks out the correct counters (it was knocking out too many T-Counters and not enough E-Counters).  I had modified the 2.65 GeV constants previously.  If you are doing a simulated analysis, to match up with Monte Carlo, you need to knock out the following counters in your experimental data:

2.0 GeV Data (53164 - 53532)
T-Counter Bins 89 and 121
E-Counter Bins 121, 349, 445, 449, 479, 513, 727

2.65 GeV Data (53538 - 53862)
T-Counter Bins 89 and 121
E-Counter Bins 119, 445, 449, 479, 513, 561, 639, 727
