[g13] g13a Partial Recook for TBLA

So it turns out the original BOS bank list was a little ambitious: it would take up about 40 TBs for g13a.  This is ridiculous amount of space for a special recook (and is because the *DPL and *BLA banks are huge).  So I'm only going to keep the tracking banks + the bare minimum banks from other systems.  This means keeping:

TBTR
TDPL

Add dropping:

DC0 (DC1 is DC0 minus hits with bad TDCs and wires marked as dead)
DCPB
EC1R
ECPB
EPIC
EVNT
LCPB
MVRT
SCPB
STPB

I chose to drop the SEB banks because they contain less (and duplicate) information than the PART banks.  If this is still too large, I'm going to consider dropping HDPL and HBLA, and just do the study for the time-based tracks.  Either that, or we don't save the data to tape.
