[g13] Fixed cooking bug

I forgot to mention this during, the meeting, but I fixed a bug in our reconstruction software that was preventing us from using the C++ reconstruction code for the start counter in 64bit builds (this didn't effect the pass1 and pass2 cooking, but did effect MC cooking).  Thus, if you haven't already, you can now delete the line:

set st_type 1

from your MC cooking tcl file, which was making it use the older, fortran reconstruction code instead.
