[G14_run] TOF offsets/corrections integrated in class TSCtimeCorr.h

Haiyun,
I added your TOF corrections to the class I made for g9 (TSCtimeCorr) as 
default choice for g14b.

To create an instance of this class call the constructor with a run 
number from g14b, e.g.
TSCtimeCorr *myClass = new TSCtimeCorr(HEAD[0].NRUN);

or use choice "G14b_Haiyun":
TSCtimeCorr *myClass = new TSCtimeCorr(0,0,"G14b_Haiyun");

Your 'problematic' counters appear as bad counters for now (we first 
have to figure out whether we can correct them using energy deposit in 
TOF or ST).
