[G14_run] Final g14 polarizations

Folks,

Peng and I have closed the loop and the summary of the final g14 target
polarizations, as deduced from NMR, are included in the attached file,
together with the breakdown of the systematic polarization errors. (The
latter was discussed in a July g14 meeting and is included here for
completeness.) Please check the polarization values you are using in your
analyses and update where needed. (In addition to an overall 2% correction,
a few other values have also changed slightly.) None of the changes are big,
but it would be best if we all move to this final set.
