[G14_run] [EXTERNAL] MENU23 proceedings - final version

Hi all,
I prepared a (hopefully) final version of the MENU23 proceedings, 
implementing the suggestions by Tsuneo and Annalisa and modifying a few 
more small things here and there. If you agree, I will send this 
version for approval to the CSC say by tomorrow, let me know if you think 
there's something else worth changing.
