[g2p_ana] bcm calibration constant update

Hi Everybody,
I updated the bcm calibration constant , right now you can find which runs
can be used for that constant, and which period is not available for that
bcm constant. Also I calibrated the SIS3801 scaler, it is different as
SIS3800.You can find the detail in that ods(openoffice) file:

I'm recalibrating the bcm epics now, once I finished I will send you email.
You can find the epics data in : /w/halla-1/g2p/epics  directory, I split
it to different months,  you can find the epics file: IBC1H00MAGA and
IBC1H00MAGB in each folder which are the upstream and downstream bcm
current.
