[g2p_ana] Draft Policy on Release of Data

[K Slifer]

Following our discussion at the collaboration meeting, please find attached
the draft collaboration policy for release of data.  We invite collaborator
comments/suggestions for improvement for the next two week period.  On Nov.
1 any feedback received will be incorporated and the resulting document
will become official collaboration policy.  In the short interim, physics
plots should labeled "Very Preliminary".
