[Gdh_lowq2] DC wire map

Hi,
Maurizio managed to insert our DC wire map information into the 
database. This information is used by gpp (the GSIM post-processor) to 
make the simulation results closer to the real data, e.g. by knocking 
out dead wires from the simulation.

Database values have been provided for the following energies, minimum 
and maximum run number

ENER    1.1   1.3   1.5   2.0   2.3   3.0   1.3   2.0
MINR  52051 51158 50556 51487 50991 50745 51875 51582
MAXR  52295 51486 50720 51581 51155 50988 52040 51870
